Why should human rights and education be written separately?

Education is a right- if not a legal right, at least a human and moral right. Therefore, the phrase "Human Rights and Education", which is a very common one, becomes quite interesting. Why should "Human rights" and "Education" be written separately? Does the phrase not become repetitive, tautological? The phrase shows that there is a connection between education and other human rights. Education is perhaps the best way to tell people what their legal rights are. Knowing one's rig...
